If the trail is clear, small children should have no issues going to the falls. My last trek there in early winter 2018, the trail had a few places with down trees that would make it hard for small children and those with walking issues to make it - but the FS should have cleared all that by now (we can hope). It's a fairly short hike in with lots of shade, so even on hot days, it would / should be a nice hike up. The best time to go of course is a day or 2 after a good rain - yet that also makes going in a bit harder due to mud and puddles of water that may stand for a few days. Don't let that stop you though - go in and enjoy the falls. Mooney Falls just up the FS Road a bit is about the same hike in and since you are there already - see both of them. Not spectacular, but worth the short hikes to see them.
