After going back and forth over the provision, Sen. Marsha Blackburn offered an amendment to strip the provision alongside Sen. Maria Cantwell.

Some prominent tech leaders welcomed the idea after Republican Sen. Ted Cruz of Texas, who leads the Senate Commerce committee, floated it at a hearing in May.

A final vote on the bill could come Tuesday, but first Republicans will have to unify their parties with agreements on what the legislation could mean for Medicaid, tax cuts, green energy subsidies, and the increases in the budget deficit.
