Teen charged with murder in ‘targeted’ shooting on Outer Banks that also wounded 15-year-old, police say
A Kill Devil Hills teenager was charged as an adult with first-degree murder and assault with a deadly weapon in Thursday’s shooting outside Avalon Fishing Pier that left a 19-year-old dead and a teen bystander injured.
