Yesterday morning, just after 10am, officers were on an enforcement stop in the 1200 block of E. 8th Street when they were alerted to a man who was drowning in the nearby flood control basin. Officers immediately downed their gear to an officer who remained on land and entered the water. Officers were able to pull the adult male victim to shore and immediately started CPR.
